No money — just record your call and see if you were right. Yes is at 2% right now.
The market heavily discounts a Russian capture of Stepnohirsk by September 30, 2026, despite a May order for troops to take it by end of June, because recent Ukrainian ambushes of elite Russian units in Zaporizhzhia show ongoing Ukrainian resistance and Russian setbacks.
📊 Base rate: In the 2022-2026 war, Russian forces have rarely captured entire Ukrainian municipalities within a three-month window when facing active Ukrainian defenses, making a 2% probability plausible for a small settlement like Stepnohirsk.
What's driving it
- • The May 29, 2026 report that Russian troops were ordered to capture Stepnohirsk by end of June (Ukrinform, May 29) set a deadline that has now passed without achievement, likely depressing Yes odds.
- • Multiple June 29, 2026 headlines (MSN, UNITED24 Media) describe Ukrainian special forces ambushing and eliminating elite Russian sabotage units in Zaporizhzhia, indicating continued Ukrainian control and offensive capability.
- • The ISW map shading requirement (persistent red for entire municipality) sets a high bar that recent Russian advances have not met, as no headline reports a capture of Stepnohirsk.
The case for YES
- • A Russian military order from May 2026 specifically targeted Stepnohirsk by end of June (Ukrinform, May 29), showing command-level intent that could be renewed with reinforcements.
- • The ISW map's 'persistent' shading rule means even a temporary Russian flag-raising would not suffice, but a sustained offensive could still achieve full control by September 30.
- • No headline confirms Ukrainian defensive fortifications in Stepnohirsk itself, leaving the possibility that Russian forces could bypass ambushes and seize the municipality later.
The case for NO
- • The June 29 ambushes of elite Russian units in Zaporizhzhia (MSN, UNITED24 Media) demonstrate that Ukrainian forces retain the initiative and ability to disrupt Russian operations near Stepnohirsk.
- • The May 29 deadline for capturing Stepnohirsk by end of June has passed without any reported success, suggesting Russian forces lack the momentum or resources to meet even earlier targets.
- • The ISW map's requirement for the entire municipality to be shaded red and persist is a stringent condition that has not been met in recent months for similar small towns in Zaporizhzhia.
What to watch
- • Any ISW map update showing new Russian gains in Zaporizhzhia Oblast (e.g., weekly assessments) would increase Yes odds if Stepnohirsk appears partially shaded.
- • A Ukrainian military spokesperson confirming Russian reinforcements near Stepnohirsk (similar to the May 29 Ukrinform report) would raise Yes odds by signaling renewed offensive intent.
- • A report of Ukrainian withdrawal or loss of defensive positions in Stepnohirsk (e.g., from ISW or Ukrainian sources) would sharply increase Yes probability.

Resolution criteria
This market will resolve to “Yes” if, according to the ISW map, Russia captures the entirety of Stepnohirsk, Zaporizhzhia Oblast, by September 30, 2026, 11:59 PM ET. Stepnohirsk will be considered captured if the entirety of the municipality is shaded red on the ISW map (https://storymaps.arcgis.com/stories/36a7f6a6f5a9448496de641cf64bd375) by the resolution date. If the area is not shaded red by September 30, 2026, 11:59 PM ET, the market will resolve to “No”. For any change on the ISW map to qualify for this market’s resolution, the relevant shading indicating Russian control must persist through the next full ISW daily update cycle. If ISW skips a day, shading must persist until the next finalized ISW update is published, regardless of the date. Any continuous shading which reflects either “Assessed Russian Control”, “Assessed Russian Advance In Ukraine”, or “Assessed Russian Gains in the Past 24 Hours” will qualify. “Assessed Russian Infiltration Areas in Ukraine” will not qualify. The territory of the municipality is shaded in light grey and is distinguished from bordering municipalities such as "Prymorske" with a darker grey line. If all area within the municipality is shaded in red, however, the shading does not precisely match up with the border such that there is a tiny amount of grey along the border of the city, this will still qualify for a "Yes" resolution. Once Russia captures the entirety of Stepnohirsk, any subsequent loss of control will not be considered towards the resolution of this market. Location on Google maps: https://maps.app.goo.gl/CwF1b64Qo49PvUZw5 The primary resolution source for this market will be the ISW Ukraine map. If the ISW map is rendered unavailable, information from DeepStateMap (https://deepstatemap.live/) may be used. If information from both the ISW and DeepStateMap are rendered permanently unavailable, a consensus of credible reporting may be used. Note: Any temporary glitches or errors in the map which will not be considered. If Russia comes into control of this territory as a result of a negotiated settlement, this will qualify for a 'Yes' resolution, regardless of if it is shaded red in the ISW map. An announcement of a negotiated settlement which gives Russia de jure control will not qualify. Actual control must be established.
